That all depends on how old you are exactly, where you live, and what you are wanting. A lot of lesser shops will do simple facial and ear piercings on minors with consent, but no shop worthy of being in business would ever do a genital piercing on a minor regardless of consent if that be your wish. Call around to shops in your area and see what the deal is.

Depends on the laws in your country... In the UK, if you're under 16 - you MUST have written parental consent. If you don't - and the piercing is done anyway - the person who does the piercing can be charged with assault.
