It depends on what age you're comfortable wearing it. However, there are some limits. For example, heavy duty makeup would look out of place on a 10-year-old. I would say around 12 or 13 is the usual age for beginners, but remember, it's not like there's some rule that says "This is the makeup age." Ask your parents or friends for their opinion as well.
