Yes, you can have tattoos on your lips touched up or re-done.
the sun fades it, so does tanning bed and clorine water. also if you dont take care of it, you have to treat it as an open wound.
In "Orange is the New Black," the character Lorna Morello has the phrase "True Love" tattooed on her lip. This tattoo reflects her romantic ideals and her longing for a fairytale-like love story, which is a recurring theme in her character's storyline throughout the series.
A tattoo is permanent because the ink is injected into the deeper layers of the skin where it remains, whereas a suntan fades as the skin sheds and renews itself over time. The cells that produce the pigment in a suntan are located in the upper layers of the skin and are eventually replaced with new cells.

If you gain muscle mass then it will stretch it. But if you gain a lot of muscle mass then it will stretch it and make it fade color. Depending on how much muscle mass you gain will depend on how much it stretches and fades. the tattoo should stretch to fit with your new size. however using steroids will cause the tattoo to stretch too far in one direction or another, thus permanently disfiguring it. whether it will fade i dont know. but the tattoo will resize with you skin (Assuming natural muscle growth).

I'm pretty sure you'd need to get the tattoo then the piercing, as it could be really hard for the tattooist to work around the dermal, especially if it's new.
The skin shouldn't heal over the back of the jewelry. Its common for the piercing to kinda nestle and from a sort of crater in your lip. If its starting ot heal over, go to your piercer and they can give you a longer stud.
