Eczema is open sores, if you put bleach on that it will burn! Bleach is a very harsh chemical you should never put it on your body, especially on sores. Try an oatmeal bath (made my Aveeno I believe) they sell it in a few different forms body washes, lotions/creams and a soak/bath. The oatmeal bath is the most soothing thing to use for eczema, I used when I was younger and had very bad dry skin, I used it on my kids for diaper rash and I use it on them now when they have rashes or dry skin.
