my guess would that because when you pluck a hair it comes out from the root and pulls from your skin/scalp. But when you cut you're not usually cutting from the root. Well, yeah, that seems to be part of it. I would word it this way: It doesn't hurt when you cut hair because hair doesn't have any nerves, but when you pluck hair, you also kind of pull the nerve the hair is attached to.
