It depends if it fell out and it's just been a few hours then you can gauge it back open. The middle of the hole seals up because your tongue is a muscle and the muscle goes back to it's original state as soon as the bar is removed from your tongue. If it's been a while then it's safe to get it re-pierced.

Nose PiercingOkay, hum, when you get your nose pierced, it swells, but only on the inside of your nose. The swelling is going down most probably. But I would go see a Doctor, just to be on the safe side.(:

No,I don't think that is too safe.The chemicals from your foundation can get into the hole,where they pierced the nose! To be safe,don't wear it! If your piercer is legit they'll clean the area before they pierce it. Just to make things easier, don't put makeup on your nose.
A little bit of bleeding is normal but if it gets worse, go to the ER. With tongue piercings, theres a high risk of hitting a blood vessel and bleeding out. If you're legitimately worried, go to the doctor. Better safe than sorry :)

Otherwise - No. Some people's tongues may not be suitable (based on how their veins go, etc.) or the person him/herself might not be a good candidate (like if the person is a hemophiliac!) and a good piercer would refuse to pierce such a tongue/person.
