Absolutely not. Cosmetics are full of chemicals which are not safe for ingestion. Anything that you put on your skin may sink into your tissues, and enter directly into your blood stream. For the most part, cosmetics do not really "wear off", as most people believe. They are absorbed. If it is not safe to eat, then do not put it on your skin. They contain things like zinc oxide, which are commonly in makeup products, and are known carcinogens. Lipstick generally contains high amounts of lead, and this lead is inserted intentionally. Lead dust is easily absorbed through the skin, by the way. There are very few specifications which limit what companies place into cosmetic products, but there are actually regulations which allow companies to hide the ingredients of their cosmetic products. In partnership with the FDA (which really does not regulate them), it is done under the guise of maintaining "commercial trade secrets". So, you never really know what you are putting on (and into) your body with cosmetic products.

Most party shops have good halloween makeup, but the appearance is not dictated by the quality but by the artist working with it. Consider that those who do "movie" level makeup actually have a career based on this.
Makeup that is available to kids can be found at some toy stores and some beauty stores. Good brands to look for would be brands that also produce makeup for adults.

Some of the beginner makeup that I would use would probably be from mabelline because they have a pretty good quality and they are cheaper than the top grade sephora makeup that you can get when you become more skilled.
The best way to apply makeup naturally would be to use less makeup. The less makeup you use the better and more natural you will look. Bare Minerals is a good option.
