Yes and after.
You must bleach your hair before dying it with caramel, or else it will not show the color.
You just won't be able to go back to blonde.
If your hair is already blonde, dying it light brown should not be a problem. If it is dark however, one will need to bleach their hair to get rid of the darker colour before changing it to light brown.
It is not necessary but when you do go black you will have tones from your colour before eg red. If you are going from blonde to black your hair will need to be pre pigmented so it doesnt go green.
Your hair is already dead, which is why it doesn't hurt to cut it.
Which Ever one you like. But, I recommend if you're dying it light brown, not to do blonde highlights. If it's a darker brown, go ahead and do the blonde.
Dying your hair is never good because of all the chemicals .... but bleaching is worse than dying the hair . it wont cause much more damage .
The highlights are permanent and change the color of the hair but the highlights will appear to darken as one's hair grows out in its natural color. The effect of blonde highlights usually lasts about 6-8 weeks before the hair needs dying again.

Usually green, but that's only if you dye your hair blonde/
