On the feet, it can also be from dead skin cells mixing with regular dirt we all get on our skin. My suggestion would be to first soak your feet in warm soapy water and to use a washcloth to soften dead skin cells and wipe them away. If it is a spot of dead skin cells, you might find that the "spot" lifts up and that you can remove it with your fingernail-- use light scratching.
If a foot soak and scrub has no effect, then be sure to have a doctor check the spots.
