Basically its a mammalian defense mechanism against cold, In us humans its practically useless since we do not have enough hair to make it work. Basically as the hairs stand up they will trap a small layer of hot air against your body, so the cold air is not in direct contact with you and the cold air has to cool down the hot air before cooling you....
If you have a a cat also works on them and other animals to show bigger as they feel threatened.... you may see their hair stand a lot...
