If your skin is dry (like mine) I'd recommend using a tinted moisturizer and a concealer (or powder foundation) would be better.
Obviously a tinted moisturizer has less pigmentation than a foundation, but using a concealer and/or powder foundation can increase the coverage you get. A few "cheap" brands make them, ELF do one but that has zero pigmentation. Physicians formula make one but I've not tried that one personally.
As for cheap concealers I like Hard Candy's glamouflage and I like Physicians formula's powder foundation also. These would well with a tinted moisturizer.
There are a lot of foundation number 7's out there. Remember products with alcohol dry the skin and oil clogs up pores.
Its not recommended because the foundation will mix with the oil in your skin to block your pores and cause more spots. Powder foundations are good to use if you have oily skin, these leave it dry. Your skin can get very dry and start to peel with powder foundations, if you use them every day. Its best to leave your skin to breathe for 1 day a week and use a moisturiser when your not wearing the powder foundation.
Not all foundation does. Usually good quality makeup brands don't have cakey foundation. Try MAC maybe, they're really good. Also your skin could just be dry, try using a good moisturizer under your foundation (apply every time!) and a face makeup primer.

spray on foundation is more convienent and does not dry skin as does powder but must be applied in more abundance. Dry applying has more effects because of the existance of dehydration.

Avoid foundation with perfume, and foundations with oil. Honestly I swear by my Jane Iredale Amazing Base mineral foundation (it is like zit fighting makeup, and flawless coverage), another good one is josie maran argan oil serum foundation, it moisturizes the skin, keeping the oil and sebum levels normal and preventing dry skin which clogs pores and creates zits. Oh, there are many factor to what foundation you should pick. First of all is your skintype. If you have oily skin you should probably pick a powder foundation or a liquid foundation with almost a powdery finish. If you have dry skin you should pick a creamy foundation that hydrates the skin. There is also how much coverage you want, what price range etc.
Not in every season much dry skin cause wrinkles and cracks while in winter and dry seasons. However it would be beneficial in summers. There are less chances to have pimple on dry skin as compare to oily one.
