A good way to stop chapped lips is to drink lots of water to keep them moist. Cold air usually dries them out and "chaps" your lips so if you wanted to go so far as keeping them warm by staying inside...that would work. And if your lips are already chapped, I'm sure you know this, chapstick is always an option! Hope this helps! :)

if you scrub the sugar on your lips, it will definitely help. the sugar breaks off dead skin on your lips and is perfect to use whenever your lips are most chapped. recipe for a lip scrub: sugar olive oil some kind of flavouring (hot chocolate powder or honey for it to taste nice!) just mix in all the ingredients into a small jar or container and apply to lips.

During dry, hot weather, the moisture in your lips tends to be absorbed or evaporated, and during cold, stormy days, the moisture in your lips also tends to either freeze or dry up. This causes a lack of moisture in your lips, which means they get dry and wrinkled. Chapstick and other oils or creams simply create a coating like a wall to prevent the weather from accessing your lips and removing moisture. Usually thicker substances work better to create this "wall", so I wouldn't necessarily recommend chapstick as the most effective solution.
