The size is selected at the time the piercing is done to best fit the client not all piercings are the same size.

You would have to have some connection to a piercer, no reputable shop will pierce a minor that is THAT young. If you somehow find a shop that will do it, you and your parent must have photo identification with the same last name. And you will have to sign some forms. Body piercing should be taken seriously, never self-pierce. It can cause nerve damage and many different forms of infection.
you go to a body piercer who can do it properly for you. don't even bother trying to do it yourself, it will get infected, and sore and it will be horrible! so go to your nearest tattoo shop and get it done by a professional

No eleven year old can get any body piercing done at any shop. That is 100% an awful idea. If you find a shop that does pierce eleven year olds, first of all, I'll be surprised, and second of all, they probably aren't very clean or reputable.
