Yes, a level 12 High Lift Color will lighten bleached hair. Proceed with caution on this one as the hair will lift VERY quickly. If the product is left on the hair too long, it may become very damaged and/or break. Use a 15-20 vol. cream developer if possible.
For blonde hair, it should be in about 10-15 minutes. If you have stubborn brown hair like me, not bleached, 20-30 although that increases damage.

Not very long. I put red in my hair last Saturday and it looks orange. I bleached it and everything. Any temporary color like this will only last two washes then you will have to reapply it.
No, not really. I personally think it's better to have beautiful, healthy, short hair than dry, damaged, long hair
my hairstylist told me to wait about 2-3 days before applying ANY heat to it. she even said to try to wash my hair in cool water. i just had my hair bleached and dyed auburn. i'm so anxious to straighten it, but i'm going to wait it out.
