Talk to him about it. Some men enjoy the feeling of female clothing as a way to express a feminine state that is non-permanent. It can be a form of sexual expression, but is not always. Ask your boyfriend what the cross-dressing provides for him. It's nothing to be ashamed of, and does not necessarily mean he is gay. (but he may be, which is great if this is a gay relationship, but can be problematic if this is a straight relationship and he is has not come out yet). The best advice is communication. Talking about it in a respectful way will help. It's not abnormal - clothing is labelled "male" and "female" only because we as people say so. Gender and identity can be fluid states which can be experimented with in a loving and respectful relationship.
