You can't, & any place willing to pierce you underage isn't someplace you should be willing to trust. They're already displaying no regard for the law. How sure can you be that they don't reuse needles?
There is no minimum legal age, you can be 10 and get a naval piercing, but if you are a minor parental consent must be given in person. You must be over 18 to receive a genital piercing and can be 17 with parental consent to receive a nipple piercing. A lot of shops will not pierce minors under 16 due to insurance limitations.
