Its because of a couple of things. One is genetics. The male body produces more testosterone which naturally increases muscle content as a secondary sex characteristic.

Also six packs are more prevalent on guys because they tend to be the ones who work out their bodies in that section more.

Another thing is that a females anatomy makes it harder to gain a six pack. A woman has a higher fat concentration, making it harder to actually see the muscles. Also the small area for it to be present due to the mammary glands being present create an obstacle for the viewing of the actual muscles in the first place.
