I have a similar look, and I like to use a liquid foundation, because it has the light coverage needed for pale, fair skin. A classic look in shadow which would suit any eye colour is a grey or charcoal base with blue powder over the top. But for blue eyes, taupe, gray, violet, purple, deep blue (a darker shade than your eye color makes your eyes really blue), black (mix it with bright blue for a smoky effect), would look good, and for going out silver, turquoise, fuschia.

Don't highlight, in my opinion that's a rip-off, you can hardly see the difference. I think an ash blonde color would look brilliant, while your at it you could make it wavy and cut it just below the shoulders.
