Two basic reasons explain why neurons can't be a two-way street, one anatomical (relating to structure) and one physiological (relating to function). Several other factors would make it impractical to have a two-way street even if it were possible.
Cellular Anatomy: A single neuron may have several dendrites (which receive signals) but has one axon (which transmits a signal). Dendrites transmit a signal to the cell body and axons from the cell body, making the electrical pathway a one-way street. Because a cell only has one axon that only goes one way, the body needs parallel neurons running in different directions.
Physiology: This explanation explains why a cell is a one-way street. The electric signal (or action potential, in cellular Biology jargon) travels from the dendrite to the body of the neuron, which shoots the action potential strait up the axon. The body of the neuron basically confines itself to making the machinery needed to keep the road open and does not have an ability to alter the signal. It doesn't know which dendrite received the signal (this can be seen in the radiating pain that makes heart attacks seem like arm pain) and couldn't choose an axon.
Of course, there's more complicated explanations as well. Different neurons serve different purposes, some detect temperature, some pressure, some help you relax and "rest and digest" while others start the "fight and flight" response, some tell your digestive tract what to do. Where a neuron needs to give an order to a muscle is different than where it's best to sense something, and some senses are best right on the surface of the skin and others deeper in the skin and yet others on or withing muscles and organs.
