New seeds are able to create new plants and are considered living.

It depends on the seed and under what conditions it was stored and for how long. Many seeds are viable months later, some even years later and are still considered living. Unless stored in proper conditions, seeds wil eventually dry and are no longer be able to propogate. Then they are considered dead.

Yes. Seeds are dormant embryos until soaked in water which begins their respiration for food supply.
