If the 'mute' is actually someone who is deaf (unable to hear) then, yes, they can hum. As to humming what we would consider a tune or the humming being well done, they might not be able to do that: lack of practice, unable to hear the tune (you might think they could hear in their head, but often what we think we sound like and what we do sound like are completely different). As such they'd be capable of making noise, screaming and humming in their own way. Cannot stress how much of a hassle it is to try to articulate sound when you cannot hear it, so if you were to come across a 'mute' willing to hum you a tune do try to be nice about what you receive
People who are completely unable to use their voice (for lack of better words: true mutes) aren't able to speak or make noises that require the use of vibrations in their vocal cord/voice box (whatever you want to call it). So humming, screaming, any noise in that manner are out of the question. These people are unable to scream even if injured or harmed.
If you've come across a mute or someone who is deaf then do be considerate on how you ask. Wouldn't want to hurt any ones feelings. To be on the safe side probably best to avoid calling us "mute" as well. I'm aware that aren't a lot of ways to say 'vocally challenged' but "mute" has often been used as a derogatory term.
