I would be inclined to say they do, up to a point. Carrots are, as you're probably aware, a source of vitamin A, or retinol. This is then oxidised within the body to produce retinal which, when combined with the protein opsin, forms rhodopsin, or "visual purple". This is the pigment at the back of your eye which breaks down in response to light, triggering a signal in the optic nerve. Out of all of the visual pigments, rhodopsin is the most significant when dealing with the rod cells responsible for sclerotic (night time) vision: so eating carrots would produce more of this pigment, allowing you to see better in the dark.
