Yes! This happened to me today with my Italian Greyhound. She has a high prey drive and took off after a squirrel--all the while wearing her martingale collar on a leash. One of her eyes immediately filled with blood and looked scary. A trip to the vet and the doggie ophthamologist confirmed it. However, if your dog has bloodshot eyes, see a vet right away. It could end up being something like glaucoma or pink eye--which require immediate treatment.
