The bleeding could just be from the sex itself, you may have gotten a scratch or tear inside that is bleeding, you could be starting your period early or you could be experiencing implantation bleeding. Do you mean day 28 since the first day of your last period or do you mean day 28 since the day you conceived? If you mean 28 days since your last period, then yes. If you mean since conception, possibly, but implantation/bleeding usually happens within 1-2 weeks after conception.
