Yes, having a hypoplastic 12th rib certainly can cause pain around the ribcage. While this is not painful for everyone, it can cause pressure on the surrounding tissue and create a kind of bruising sensation.
The T12 ribs are the lowest ribs and are usually short and not connected to anything. I can't imagine what harm would come if they are shorter than normal (hypoplastic).
Each rib is a separate bone. 12 bones on the left and 12 on the right that gives a total of 24 bones. The 11th and the 12th ribs are called floating ribs as the have no connection on the front with the sternum.
the CRCT test is a test at school that people in the grades 1st-12th have to take to make sure the are ready to move on.
The tenth pair of ribs are the lowest true ribs. The 11th and 12th ribs, below the 10th, are called the floating ribs
Lower most two pairs of ribs (11th and 12th) are known as floating ribs because they are only attached to vertebrae but not to the sternum.

The 12th results will be announced around the 23rd May 2013.
