I wouldn't say it cures illnesses but my father now has been eating rotten meat for around 2 years, under his own doing. Its not left outside as he keeps it in the 'fridge in one of those fully sealed jars. the reason he started to eat it was because he had bad Arthritis in his arm where he could lift a small amount or do little work and his hand would swell up and become intensely painful where he would have to go to the hospital.
He left the meat in the fridge for about 1 month before he had 1 small piece per day and its now like 1 1/2 years old. He just uses fresh diced steak. he started eating the meat and after a few weeks the arthritis went and has never returned. He stopped eating it for a few weeks to see if it was in fact the meat and it came back. He re-started eating the meat and it went away again. He can carry on and work as normal lifting 35kg and working as normal. It has cured him of his arthritis.

The meat mentioned above may be somewhat digested by bacterial but it isn't what would be called rotten. It is doubtful that meat would last 1 1/2 years in a jar without totally becoming a slimy mess. Each time it is handled more bacteria are added. Also not mentioned is whether the meat was cooked first and them left in the jar. Even if a person ate some "off" meat, the stomach acid would kill anything on it or in it.Another thing to think about: did the son watched the father each time when he ate the "rotten" meat.
