A mutation in a sperm or egg cell means that the mutation while most likely be passed down to the offspring of that organism. If the mutation is in anything but a gamete, it will not be passed down.

If a sex cell (sperm or egg) has a mutation, it will pass down that mutation to whatever offspring is created from that sex cell and that mutation will be present in all of the offspring's somatic cells.

If a mutation happens in a single somatic cell (body cell, i.e. any cell that is not a sperm or egg), it will pass that mutation to any subsequent daughter cells, but the mutation won't have any effect on the offspring because the genes from the somatic cell are not used to create offspring.

A mutation in a sperm cell could cause a genetic disorder in the offspring of that sperm cell. A mutation in a heart cell will only affect that cell, which could cause the formation of a tumor which could be cancerous.
