By damaging the layer beneath the dermis and the epidermis in such a way that it can not heal without scarring. That will prevent new cells from forming in the same arrangement as before. Of course, that will create a unique and identifiable scar.

We have had people burn their skin with heat or acids, and still leave enough area to identify them. Other people have tried to cut away parts and sew them back on incorrectly (John Dillinger and quite a few more recent cases) or even make other skin grow over the fingers (Roscoe Pitts, for example). There have been people who chew their fingertips enroute to jail and don't eat enough to hide their identity. I had a case where a guest of the county sliced every finger with a razor blade. It was obvious the damage was intentional and yes, we easily found out his identity with the parts that were left.

All of these scenarios are easily recognizable for a fingerprint expert and some of the people who try it report their fingers hurt for the rest of their lives. It is far easier to not commit a crime in the first place or just buy decent gloves.
