one of the biggest ways to raise the oxygen levels in your blood is by exercise or strenuous activity. This happens when a person begins to either 1. exercise, or 2. do some other some sort of strenuous activity in which pushes your body to do several things which leads to this. It includes an increase in rapid breathing, which causes your pulse, BP (bloodpressure), & last but not least, your HR (heartrate) to all increase, causing an increase in the production of RBC (Red Blood Cells) w Hemoglobin (which is attached to each RBC). And since Hemoglobin is responsible for carrying oxygen to & thru your blood & also to your brain, then the answer is this. You can raise the oxygen levels in your blood by exercising or doing any type of strenuous activity which causes am increased production of RBC's w Hemoglobin, which in turn carries the oxygen to your bloodstream!

Assuming that the issue is anemia, and not due to a respiratory deficiency, it will depend on the etiology. Deficiencies of any of the following could lead to anemia: folate, vitamin B12 or iron. Additionally, some anemias occur due to autoimmune disorders, in which case the treatment would be different from the aforementioned causes assuming one exists. Geneitc disorders, such as thalassemia and hereditary spherocytosis, may also manifest clinically as anemia. Step one would be to figure out the specific cause. If the issue is pulmonary, well the list is too long for me to type. However, in that case, the blood is carrying oxygen, but the lungs cant get enough to the blood. Supplemental oxygen at a higher concentration would be beneficial. Hope this helped;

If you are not already seeing a doctor, you should. 85% is a critical threshold for oxygen in the blood. It can be treated with rescue inhalers but probably needs medications such as Spiriva or Symbicort depending on what is causing it.
