It depends what you mean by stabilize.

For long term storage of live bacteria, you can add glycerol to the liquid so that the final concentration of glycerol is 15% (I add 1ml of 60% glycerol to 3ml liquid). You can then freeze this without too much of the bacteria being destroyed by ice crystals. It is best to store them at -80ºC if you can, as they will be stable for longer than in a -20ºC freezer.

If you just want the bacteria not to grow, then you can transfer them into phosphate buffered saline (PBS) and keep them in the fridge for a couple of days.

If you want to 'fix' them, i.e. kill them but maintain their structure long-term, you can transfer them to 4% paraformaldehyde (i.e. 4g paraformaldehyde in 100ml PBS), or 95% ethanol.

Is anthrax a solid liquid or gas?

Anthrax is neither a solid, liquid or a gas because it is a disease and not a substance. I think your question may be asking about the substance that causes anthrax, which is the bacteria Bacillus anthracis. Like just about any bacteria, this is not a pure substance but a complicated entity composed of both solids (like the cell walls) and liquids (like the cytoplasm, a fluid contained in the cell).
