It affects diffusion and osmosis because both of these passive transports move down their concentration gradients, or from an area of high concentration to low concentration.

Charges (+-) usually slow diffusion through a biological membrane. Biological membranes have an hydrophic (no charge) interior thus preventing and molcules with a charge from passing through. Thus, charged molecules need a transport protein to pass through a membrane.
