There is no comparison between Hertz (cyles per second) and miles per hour. They measure two different things.
I assume you mean 27km/h. This is 16.777mph
27.6 km/h = 17.15 mph

1000 mhz is a frequency, not a speed, therefore, there is not an answer.
i think it is 4.9 mph
27 mph = 12.07008 meters per second.

all you have to do is change the 27 mhz crystal to a 49 mhz crystal: it looks like this: picture of crystal at this link: http://www.taydaelectronics.com/servlet/the-268/27.000-MHz-27-MHz/Detail
38.56mph is the current record
Personaly, i have to R/C cars that are 27 MHZ and 49 MHZ and my 49 MHZ goes faster than the 27 MHZ. but the 27 MHZ has much more control than the 49 MHZ.
6.7 mph
up to 27 mph or 35 kph
Up to 35 mph.
Huh? Cant understand your question
Some of the fastest times have been recorded at around 28 mph.
