It doesn't remember a picture at all. When it's gone from you field of vision it's gone. So-called "Picture Memory" is stored in the brain; not the eye. That said, the only "memory" the eye has is that, if you stare at one color too long, the cones in your eye that detect that color become temporarily desensitized. So if you look at a sheet of bright red paper for a while, everything else will be toned slighty towards cyan/blue dfor a little while. This, however, isn't really memory.
