A few words of advice: Make absolutely sure the equipment is sterile. Seriously- if you go in the day the guy forgets to check himself, it's as risky as unprotected sex with every customer who used the needle since it was last sterilised. (washing in water, however soapy doesn't count). Think about this very carefully. Think about how it'll look in 40 years, about why you want it and about what it will say about you. No tattoo, even if it is done very badly, is going to injure your spinal cord and cause paralysis. That won't happen. However, if the needle is not properly sterilized you could contract a terrible disease such as HIV or hepatitis. Tattoos do have their risks.
The hip should hurt less because there's more fat and muscle there than the lower back. Honestly though, the pain shouldn't be a factor in where you place it. I have a tattoo on the top of my back going down my spine and while it killed when I was getting it done, I wouldn't want it anywhere else=)
