Yes, if you get ANY piercing you need to stay out of the water until it is fully healed. With a belly button piercing this means that you may need to refrain from swimming for up to six months. There are some people that can never heal a navel piercing and because of this you need to be very careful no matter how long you have had it. Consult your piercer if you have any further questions. To answer the second part of your question yes it will get infected there are a lot of bodily fluids and mucosa in public pools and you don't know what those fluids and mucosa may carry. When you swim with an open wound you are also putting yourself at risk to contract hepatitis, HIV and other pathogens that transfer in the same way. The likelihood of this happening is very slim, but still a possibility. Another factor with pools is that chlorine will irritate normal (unpierced) skin so with an open wound it will probably become extremely irritated and when a piercing is irritated it can and probably will lead to rejection or migration of the piercing.
