In our own genetic system there are 4 possible base links , AT, TA, CG and GC using the 4 bases Guanine, Cytosine, Adenine and Thymine. The genetic system you propose would need only two links per codon because there would be 4 possibilities for the first link and 4 possibilities for the second. This gives 4 x 4 = 16 possibilities.
