Yes, if the car with the greatest speed doesn't cross the finish line first. A car with lower speed starting out may gain enough speed so that at the end of the race it's speed is faster than the other racer, but may not be able to catch up before the other car crosses the finish line.

Speed doesn't matter at all, The car that crossed the finish line first got on it's way earlier and crossed the timers first. This is a drag race not a speed trial. You may have been 50 miles an hour faster at the finish line but you got a bad start.
