No!!! 20 / 40 vision is better than 20/20. 20/20 is average vision what a normal person can see, anybody below that e.g 20/10 has worse vision than an average person they see what a normal person would see at 10 ft away rather than a average person at 20 ft away! People with 20/40 vision can see what an average person sees at 20 ft away in the same detail but 40 ft away! so no 20/40 vision is a good thing and way better than being average. (i have 20/40 vision, according to my optician!! wooooxxx)

If it were that way, then there'd be people that could see as well as a hawk, which is ridiculous. The lower the second number, the better the vision.
