No, Eubacteria are prokaryotic. The difference between eukaryotic organisms and prokaryotic organisms is fairly simple. It all has to do with cell structure:

Eukaryotes:

- Have Nucleus

- Have Membrane-bound organelles

- Usually found in multi-cellular organisms.

Prokaryotes:

- Have no nucleus, instead they just have a mass of DNA floating inside.

- Do not have membrane-bound organelles, just robosomes.

- Usually are uni-cellular and have some sort of propulsion device, such as a flagellum.
