No, all rain is not good for plants. Heavy rains, especially ove a period of time, can be too much rain for plants. If rain has certain pollutants in it, those pollutants might harm the plants or the soil they are growing in.

Outdoors, no. It will amplify the sunlight and burn the leaves. Indoors, yes, because the leaves tend to accumulate dust and there is no wind indoors to blow it off them.
