If a person exhibits a certain number of specific symptoms over a specified period of time, they will receive a clinical diagnosis. having personality traits means that a person exhibits a portion of what it takes to be diagnosed with a personality disorder. for example, a person can have narcissistic traits (we all do, actually) but not have narcissistic personality disorder.

Histrionic personality disorder is more common in women and is very similar to Anti-social personality disorder in men and both disorders make for very hard long term relatioships because people with this disorders are usually very narcissitic. Any one entering into a relatioship with someone with Histrionic disorders needs to make sure the person is aware of the disorder and willing to seek treatment.
