You mix the herbicide in the upper part of the Production Zone (right side of island) to get past the large attacking plant near the top, which is blocking the supply closet with the Living Quarters key. You will need the "dirty beaker" from the museum on Main Street (inside, upper right corner). In the lab of the production zone (far right), you will mix 3 parts of blue, 2 parts green, and 4 parts red, then use it on the monster plant 2 floors up.
