It is always better to use the better scaler. That isn't meant to be a flippant answer but there is no fixed answer. All scalers take the original image and redraw it, working out what each pixel would look like if there was a pixel at the particular position, based on the original image. It is a complex process and is not an exact science. Good quality broadcast scalers can cost upwards of $20,000, going to as high as $150,000 for the very best. Scalers in domestic equipment are clearly a far lower cost and they all make compromises. Some scalers may perform well with specific content. Sports have different image dynamics to drama for example. While one scaler may work well with sports, another might perform better with drama content. As TV and other domestic equipment manufacturers publish no data on the performance of their scalers, the only way to find out is to try it.
