The fleshy stems of plants that are stem succulents contain water storage cells overlaid by photosynthetic tissue. Leaves are almost or entirely absent. This reduces surface area to prevent loss of water by evaporation. Examples of stem succulents are: most cacti, Euphorbia obesa, Stapelia.
Succulent plants have softer fleshy stems that are used to store water. They developed this capacity because they are usually found in hot and arid climates. Examples of succulents would include the many varieties of the cactus and aloe plants.
Shrub is a very loose definition, and generally means a hard or soft wood plant between 40cm and 3 metres, which exhibits extensive lateral (and terminal) branching.
Unlike a tree where the stem is fairly bare from the ground to the point where the canopy starts to develop, a shrub basically has a covered stem from the ground to the top of the plant.
There are literally thousands of examples of "shrubby stems".
