hydrogen and oxygen form convalent polar bondings, this means that they share valence electrons and still are electrically charged (not as strongly as ionic bonds) An oxygen atom has six valence electrons and bonds with hydrogen atoms that have one valence electron by sharing it with the oxygen atom. in that way all atoms are now stable. but the hydrogen atoms attach to one side of the oxygen atom making a stronger pull that makes that side electrically charde while the other side is positively charged. when many molecules of water are present they stick to each other form their opposite charged sides (positive+negative) hence why they attract each other

they form hydrogen bonds. Water molecules are so called 'dipoles', meaning that they are partially charged with the oxygen having a negative partial charge and the hydrogen a positive one. so if two water molecules come together, the hydrogens of one will orient themselves towards the oxygen of the next and so forth. This is the cohesive force that causes them to stick together.

The main attractive force between water molecules is due to water's dipole moment. A water molecule has a central oxygen atom with w hydrogen atoms on one side and two unshared pair of electrons on the other side. Oxygen is more electronegativethan the hydrogens, so the electrons that they share are not shared equally -- the oxygen has them more of the time. This make the oxygen side of the molecule take on a slightly negative charge, while the hydrogen end takes on a slightly positive charge. Since opposites attract, the (-) and (+) ends attract each other. This is also the reason why water is such a good solvent!

Hydrogen Bonding and simply positive/negative attractive forces. The negative Oxygen atom of one water molecule is attracted to a positive Hydrogen atom of another water molecule.
