If you've been coughing a lot and there are thin streaks of blood in your phlegm, that probably means you've ruptured capillaries by coughing so much. It's not a big deal. But if you have a lot of blood (as much blood as you have phlegm) you may have pneumonia or tuberculosis, and you need to see a doctor right away. If there's a lot of burning in your chest, if you find it very difficult to breathe, if you have a "wet" cough (sounds like there's fluid in your lungs) go see the doctor.
