You're most likely allergic to Nickel or any other metal that is touching your skin.
The following items of any relevance to touching that part of the skin are:
-Belt buckles
-The button on your pants
-Belly piercings
Wear a shirt underneath, tuck it under your pants and wear another over.
Avoid taking very hot showers, as humidity is bad for this area.
Buy Hydrocortizon Max Strength.
and most importantly, DON'T SCRATCH IT! Fight it with all your might, slap the area or run it under cold water, just don't scratch! It's ridiculous how ugly the results become.
