The element fluorine in the form of its reduced radical fluoride is put into drinking water to fight cavities in teeth. The application of hexafluorosilicic acid (H2SiF6) and sodium hexafluorosilicate (Na2SiF6), its salt, are the contemporary choices for most applications involving adding fluoride to water. They replaced sodium fluoride. There is some objection to the inclusion of this chemical in water as it is said to have negative effects, but there is little to no scientific support for the claims. Well, its a matter of acids and alkali's. Tooth decay is caused by acids trying to penetrate the tooth such as Coca-Cola and sweets. An alkali has to be used to neutralise the tooth decay. Toothpaste has active ingredients such as:

  • Fluoride
  • Antibacterial agents, most often Triclosan is used to control plaque
  • Desensitizing agents
  • Anti-tartar agents
  • Sodium bicarbonate (baking soda)
  • Enzymes, to enhance the antibacterial properties of saliva
  • Xylitol, a non-sugar sweetener, which reduces levels of cariogenic (decay causing) bacteria in the mouth and enhances remineralization

Toothpaste also has inactive ingredients such as:

  • Water
  • Detergents, to make the toothpaste foam
  • Binding agents
  • Humectants to retain moisture
  • Flavoring, sweetening, and coloring agents like peppermint, spearmint, cinnamon, wintergreen, and menthol
  • Preservatives
  • Abrasives for cleaning and polishing

From these ingredients pick out the alkali's and they prevent tooth decay.

Well, covering them with gold might work.My guess is that what you're actually thinking of is fluoride ion, but that's not in its elemental form. Using elemental fluorine is an exceptionally bad idea, because fluorine is ludicrously reactive and poisonous to boot.

There is NO element that can prevent tooth decay. Some fluorine containing compounds (not the elements!) may help. The simplest is sodium fluoride, NaF.
