When your fingers are very cold the capillaries in them contract, reducing blood flow to retain heat. The tissue under your fingernails is more easily seen that other internal tissues and can be seen to take on a bluish cast, or be less pink, because of the restricted blood flow.

I'm no expert, but I would speculate that as a reaction to the cold, blood vessels near the skin contract in order to reduce blood loss to the environment, then the blood de-oxygenates and turns blue, (from the lack of oxygen), not sure if or why the effect would be more pronounced on fingernails. Perhaps the effect is less pronounced on the rest of the body due to natural movement which a fingernail doesn't experience due to the fact that it's just a fingernail.
