Oxygen is needed for aerobic respiration in the mitochondria in our cells. Therefore, it would be reasonable to assume that the cells which respire most need the most oxygen ie. our muscles. The muscles need far more oxygen relative to other systems in our body, due to the fact that they respire most. This is especially true during rigorous exercise.
